5.3 Inspection process and information required

The Care Quality Commission (CQC) will usually provide two weeks notice in writing before an inspection takes place. The timing of inspections may vary depending on the time available to allocate inspectors, their unavailability, and the demand for inspection.

The CQC says it will send a letter (not an email) to arrange an inspection, but since that doesn’t happen very often (I’ve never received one), you can also find information about planned inspections on the CQC website. They plan to inspect registered care homes every four years, hospitals, and GP surgeries every year.

The letter will tell you the date the inspection is likely to start and finish, who will be carrying out the inspection, what type of inspection it is (e.g. Routine or comprehensive), and ask for evidence that you meet the requirements of the CQC including evidence that you have a registered manager who is fully registered with a regulated profession.

The inspection will be completed in 3 stages:

  • Pre-inspection stage – within two weeks before the inspection visit, you must submit your registration documents and any supporting information;
  • During the inspection – you must have a member of staff who is competent to take part in an inspection available at all times during the visit;
  • Post-inspection stage – within one week after the last day of the inspection, you need to submit any supporting documents that were requested by inspectors and ensure that they have been given any other documents they specified.

If you fail to submit your registration documents correctly or you refuse to allow the CQC access, this will be seen as a significant failure and the information could be included in the report of the inspection and may result in enforcement action being taken against you. If an inspector requests supporting evidence during an inspection visit, it should be given to them on the day.

In order to be prepared for an inspection, there are a few key pieces of information you’ll need to have on hand. The CQC will want to see your:

  • Service policies and procedures
  • Person-centered care plans and risk assessments
  • Staff rotas and training records
  • Financial records and insurance documentation
  • Health and safety policy
  • Complaints procedure
  • Serious incident/accident log

You may also be asked to provide copies of any important documents, such as your terms and conditions of service or your constitution. It’s a good idea to have these documents accessible and up-to-date so you can quickly provide them to the CQC when asked.

The inspection team will use several sources of information during the inspection process, including registered manager information; interviewing staff and people being cared for, relatives or friends of those being cared for, and the public. Inspectors may also review records you keep, such as complaints and incident reports, staff recruitment documents, or risk assessments.

Inspectors have the right to interview anyone they choose. They will not give notice of these interviews so you should be prepared and inform them if people wish to bring a support person with them.
