Write a report in which you critically assess the contract types that might be applicable for each package and go on to provide a reasoned recommendation for the contracts that should be used for the main parts of the freeport. Your recommendation will explain the reason behind your selection and why it is appropriate for each package.:
• Dredging to the river and harbour area in preparation for additional shipping;
• Upgraded berthing wharves within the freeport area;
• A Building for the tax office and a business advisor body;
• Three customs sites, comprising offices and parking bays, situated at the east, west and south edges of the freeport;
• New roads to channel outgoing goods to the UK via the customs sites;
• Serviced sites, including warehouse and office space, in expectation of new startup businesses and existing businesses which will migrate to the freeport from elsewhere in the UK.
Also recommend any special features of the contracts that can be used to achieve the client’s objectives; for example, how supplier selection can be influenced in the contracts and the inclusion of particular secondary option clauses in NEC4.
You should also critically analyse how unforeseen events and other contract changes will be managed by the contract terms and what this will mean to the governing body in terms of time and cost.
